As Director of Investment & Development at ROMULUS, David is responsible for identifying, analyzing, and originating ground-up development and value-add investment opportunities for the firm. His skills include financial underwriting, deal modeling, capital structuring, asset dispositions, lease analysis, market analysis, and all aspects of investment due diligence.
Prior to ROMULUS, David worked on the Development & Investment team at Trammell Crow Company in Houston, working on the Industrial and Life Science sectors.
David holds a Master of Business Administration with a concentration in Real Estate Finance from the Jones Graduate School of Business at Rice University, and a Bachelor Degree in Political Science and International Relations from Tulane University in New Orleans. During his time at Rice, David served as President of the Real Estate Association, an Admissions Ambassador, a Jones Board Fellow, and as a Communications Fellow.
David is actively involved in multiple Real Estate and community organizations in Houston, serving as a Young Leaders Committee member of ULI (Urban Land Institute), and is a Developing Leaders Board Member of NAIOP. He has an active real estate sales agent license with the Texas Real Estate Commission (TREC).
Originally from Houston, David has spent meaningful time living in New Orleans and Los Angeles. He and his wife welcomed a daughter in the Fall of 2022 and live in the Eastwood neighborhood of Houston.

As Director of Design at ROMULUS, Tim leads the architectural and design vision of the firm. He pursues a creative approach to each project, emphasizing the characteristics and personalities of the site and program. His design priority is to enhance the “quality-of-life” of spaces and buildings.
Graduating with a Bachelors of Environmental Design from Texas A&M and a Master’s of Architecture from Rice University in 1982, Tim founded the architecture firm CISNEROS DESIGN STUDIO in 1990. Headquartered in Texas, CDS has completed numerous award-winning commercial and residential projects in cities around the country. Tim has received acclaim for his preservation and adaptive reuse work, pioneering many projects associated with the ongoing renaissance of inner loop Houston including in Montrose, the Heights, Upper Kirby, and the East End.
Tim is a longtime member of the Miller Theater Advisory Board and has previously served on the boards of the Houston International Festival, Greater Houston Partnership, and the Houston Archaeological and Historical Commission.
He and his wife live in a loft in downtown Houston and enjoying walking along Buffalo Bayou, traveling internationally, and spending time with their three children and four grandchildren.
